Updated to reflect grouping controls noted https://www.w3.org/WAI/tutorials/forms/grouping/ Label has been changed to legend where applicable. Form elements will no longer have multiple labels.

Thanks! I added a follow-up commit that styles the same as so that it doesn't have an unstyled legend for grouped fields. We'll need to be careful about upgrading people that do not use the default CSS as their new legendarily accessible fields will likely have styling issues.
