Or will I? There seems to be a deliberate decision by Ansible to auto-tag these "always", which makes them fire even when not running, even though that makes no sense.

Nope --- the feature is badly-designed and unusable unless you have one play per playbook, which kind of defeats the point of meta dependencies.
