Update README documentation for ICTS UI project

As a developer, I want to update ICTS UI project README so that other developers can use it to setup and run the application.

I know this is done when:

• ICTS UI project README is updated with:
  • [ ] Running Testing Instructions
  • [ ] Project setup instructions
  • [ ] Docker setup instructions
  • [ ] Configuration documentation
  • [ ] Reviewed and approved by design team
