As a software engineer I want to write unit tests for product service API endpoints so that we can test the endpoints for bugs.

I know this is done when:

[ ] A success scenario unit test exists for adding a product to exemption
[ ] A failure scenario unit test exists for adding a product to exemption
[ ] A success scenario unit test exists for removing a product from exemption
[ ] A failure scenario unit test exists for removing a product from exemption
[ ] A success scenario unit test exists for updating a product
[ ] A failure scenario unit test exists for updating a product
