As a software engineer I want to create unit tests for POC service endpoints so that we can test the endpoints for bugs.

I know this is done when:

[ ] A success scenario unit test exists for adding a poc to exemption
[ ] A failure scenario unit test exists for adding a poc to exemption
[ ] A success scenario unit test exists for updating a poc to exemption
[ ] A failure scenario unit test exists for updating a poc to exemption
[ ] All of the above tests run successfully
