Home page needs to change to have routing to separate logins for External and Internal users and UI elements that clearly denote such.

[ ] UI Element that routes to Azure B2C for External users
[ ] UI Element that routes to Azure AD for Internal users

@SelaLewis @afknot Do we already have thoughts/ideas on what we want this to look like? If not, we can just have basic buttons there for now until we have mocks and then we could change them later.
