As a DevOps Engineer I want to create BIS Azure VNet and subnets to be used for private network service endpoints for various application service allowing secure communication between BIS ICTS infrastructure resources.

Infrastructure as Code Terrform module exists for creating VNet and subnet and can be used to create VNet infrastructure.
BIS Azure VNet infrastructure exists in Azure Dev environment with at least one subnet.
