Create service endpoint for Cosmos DB in ICTS VNET

As a DevOps engineer I want to create service endpoint for Cosmos DB in ICTS VNet so that Cosmos DB can be reached through ICTS portal application securely.

I know this is done when:

Terraform code exists for creating service endpoint
BIS Azure cloud infrastructure shows service endpoint exists for Cosmos DB
Documentation is updated (if needed)
