Add Visual Studio 2022 projects. Change to enable secure library functions.

The "secure library functions", also known as the "Annex K" functions, have severe problems, especially in the (off-standard) version that Windows provides. They are not a good idea, and we will not use them in the eID software.

Apart from that, this pull request also adds a few Visual Studio binary artifacts, which we don't want to see in the git repository.

As such, this pull request will not be merged.
