Update install method, add PyPI publishing workflow #16

No functional changes, but:

Build/installation now utilizes pyproject.toml instead of the deprecated setup.py
Added a GitHub workflow to publish Plemmy to PyPI whenever a new release is published
Version: 0.3.3 -> 0.3.4

Labeling this help wanted just so I can get another pair of eyes on the changes before I merge!

At this point I'm confident everything works, and a unit testing framework is in place! At the moment the only test is to check if Plemmy was installed correctly. More to come.

New version will be 0.3.4.
