Add update notifications.

Why

It is hard to see any changes as an administrator on the fediseer and with notifications we can easier track updates, new suspicious domains etc.

Possible Options:

• [ ] Add a Webhook system. Where a Admin can put in their webhook and new updates from everywhere is getting send to there. ( Optimally with settings like: Censures yes/no Whitelist yes/no Endorsements yes/no etc.... )
• [x] Add a global update api. Where the admins can fetch the newest updates of the fediseer ( and manage the state on their side )
• [ ] Add natively into fediseer integrations for slack, matrix etc.

Advantages:

1. Improved trackability of updates in the fediseer api.

in #20 Added /api/v1/reports which can be used like an rss feed to see what are the latest reports, only it also supports filterting

Ok this would add the Global Update API. Nice!
