It is inevitable that we'll attract trolls at some point.
To combat this I expect I'll need two things
Mute instances: A muted instance's reasons and evidence will not be displayed to anyone but their own admin. This would be used against instances which attempt to harass people through the free-form text elements on the fediseer.
Ban instances; A banned instance cannot take any actions on the fediseer anymore. This should be used for those who violate the ToS by, for example, using hate speech in their free-form text elements.
