Mekanism Salination Plant lag #11

Salination Plants tend to cause some lag, perhaps boost the multiplier so less are needed?

Salination Block crafting balance is good, but should probably add some of the more expensive ingredients from the Advanced Solar Panels to the Salination Controller, so that the cost fo that is more balanced as well. I think it's Lapis mostly.

Regarding the previous comment. There's no practical way to do this without extreme overhauls, which I'm not going to do for this. Also, it's not lapis. 37 Iron,7-70 Redstone, 44 Osmium, & 12 Gold per Advanced Solar
