[Core][Spells] Mind Control AI triggers GCD timer

Definition: Players are unable to remove Mind Control casted by NPC's if the Mind Control AI is performing spell cast's on the character.

Current situation: In theory character spells are affected by GCD while under the affect of Mind Control, and therefore it is not possible to remove Mind Control instantly by using Ice Block/Divine Shield/WOTF since these 3 abilities are affected by GCD timer.

Desired situation: There shouldn't be any GCD caused by the MC AI and you should be able to instantly remove it with any spell that is supposed to remove Mind Control.

Steps to reproduce: Create 2 Undead Mages: .levelup 69 .learn 45438 (Ice Block) .learn 33502 (Brain Wash Mind Control AI) Only on Mage B: .learn all_myclass

Step1: On Mage A .cast 33502 Brain Wash Step2: On Mage B Right after casting any spell caused by the Mind Control AI try using Ice Block. Observe that you are unable to use Ice Block for 1.5 seconds after casting the spell caused by the Mind Controll.

Please note that the item Medallion of the Horde http://database.wow-one.com/index.php?item=37865 performs a spell (42292) http://database.wow-one.com/index.php?spell=42292 which is not affected by GCD and therefore players are able to remove Mind Control instantly.

To make a comparison between Ice Block, Will of the Forsaken and Divine Shield, perform .cast 42292 on the character while being affected by Mind Control and observe the difference.
