Current situation: You are able to cast a portal to capital cities in the BGs. Desired situation: You shouldnt be able to cast portals in battlegrounds.

Patch 2.3.0 notes: 'Portal Spells: Portal spells to capital cities can no longer be cast in battlegrounds.'

Fix is now applied on PTR

Fix denied, no changes. Tested in Warsong Gulch and Arathi Basin.
