current situation: Fire nova totem cant crit desired: Should have a chanse to crit

Confirmed on PTR, all fire totems are not able to critical hit.

Fix can probably be ported from 1.12

Fixed, should be on the PTR soon.

Totems now have a base critical strike chance of 5%. Confirmed on PTR.
