Seasonal: Hallow's End, broken Quest's

Current situation: The 'Fire Brigade Practice' and 'Stop the Fires!' quests from Hallow's End seasonal aren't properly implemented. Fire Brigade Practice: You need to put out fires on targets, set up by the fire brigade. The practice targets are there but they are not yet on fire. Here is a screenshot of the targets, http://imageshack.us/photo/my-images/89/b96b.jpg/ Desired Situation: Set the targets on fire.

Current situation: Also at Goldshire {Elwynn Forest) the Costumed Orphan Matron is telling you to put out a fire just west of Goldshire, toward the Exodar. We all know that the Exodar isn't west of Goldshire. Here is a screenshot of the quest, http://imageshack.us/photo/my-images/812/dba9.jpg/ Desired Situation: Every Costumed Orphan Matron should have one 'Fire Brigade Practice' corresponding to the zone (Goldshire, Kharanos or Azure Watch) active. Not all three.

Current situation: Stop the Fires!: You need to put out fires on burning buildings in Goldshire, Kharanos and Azure Watch as above there are no buildings on fire, which is correct. Desired situation: This quest should not be available until you have finished Fire Brigade Practice quest and if their is an active Shade of the Horseman flying around and setting buildings on fire, source http://wowpedia.org/Shade_of_the_Horseman

Just tested out the Headless Horseman Quest chain and event. You can finish the quest chain but headless horseman will not be summoned. See http://wowpedia.org/Quest:The_Headless_Horseman fore more info.
