Evocation not interruptable under certain circumstances #3340

_Current Situation:_ Currently, the ability Evocation (SpellID: 12051) is not interruptable by a lot of abilities that should be able to interrupt it which include but is not limited to Feral Charge (used in the following reproduction guide).

_Desired Situation:_ All abilities which can interrupt a spell should also be capable of interrupting Evocation, as it is a spell as well.

_Reproduction Guide:_ In order to reproduce this issue you will require two clients.

Client A Create a Mage .gm off .gm visible on .levelup 69 .learn 12051 .t arena

Client B Create a Druid .gm off .gm visible on .levelup 69 .learn 5487 (Bear Form) .learn 16979 (Feral Charge) .t arena

Tab to the Druid on Client B and enter Bear Form by .cast 5487. .m rage 100. Tab to Client A and start .cast 12051 in order to cast Evocation. Go back to Client B and target the mage. Attempt to interrupt the Evocation by using .cast 16979 in order to Feral Charge him. Notice that the Evocation continues even though the ability should have interrupted it. Also keep in mind that the mage should get locked out of the Arcane School for in this case 4 seconds.
