Lighting Bolt Spellpower Coefficient is Incorrect #3526

Lightning Bolt spellpower coefficient after Patch 2.3.0 is supposed to be 79.4%. However, on Archangel, the coefficient is 71.4%.

It appears that while Blizzard changed Lightning Bolt's cast time from 3 seconds to 2.5 seconds in Patch 2.3.0, LB kept the 3/3.5 spellpower coefficient of 79.4%. Unfortunately, on Archangel Lightning Bolt has the 2.5/3.5 spellpower coefficient of 71.4%.

This oversight is understandable considering Blizzard's official patch notes stating that "Lightning Bolt cast time reduced to 2.5 (from 3.0 where applicable), mana costs reduced, benefit from spell damage reduced appropriately." Yet for some reason Blizzard did not change the spellpower coefficient.

Also, just taking the opportunity to draw attention again to the Elemental Shaman T6 2-piece bonus being a "Dummy Trigger." with the effect being "Dummy." #2753 http://database.wow-one.com/index.php?spell=38443

I would like to add that this issue applies to the Chain Lightning spell too. Similar to Lightning Bolt, Chain Lightning's base cast time was reduced from 2.5s to 2s in the patch 2.3.0, but its spell power coefficient was slightly increased from 2/3.5≈0.571 to 0.641. However, Chain Lightning's coefficient is 0.571 on Archangel.

Here's some proof: http://i.imgur.com/ljlFELO.jpg As you can see from this screenshot, i've done a little test, and although i didn't bother to get at least 100 Chain Lightning casts, it's still should be enough. I used Thunder Bluff Heroic Training Dummy, because Chain Lightning cannot jump to other dummies due to too big distance between them(Couldn't do that in Orgrimmar or Undercity). With 1001 spell power, no talents and coefficient 0.641(as it should be and is shown in Dr.Damage addon tooltip), Chain Lightning should hit the main target for ≈1375-1480 damage, but it actually hits for 1306-1407 damage, which fits well to the coefficient 0.571(≈1305-1409 damage).

P.S. I also want to correct OP at the point:

LB and CL spell power coefficients were correctly changed from 3/3.5≈0.857 and 2.5/3.5≈0.714 to 2.5/3.5≈0.714 and 2/3.5≈0.571 accordingly, but since it'd be a nerf for elemental shamans, they were raised a bit.
