Reliquary of souls is supposed to engage within 15 seconds after entering the ramp coming down from the gauntlet before it. Right now, it is possible to use an invisibility potion, run past the gauntlet into the boss room and summon the rest of the raid into it, which means the aggro range is far too low.
This is reproduceable by simply creating a character and porting him onto the ramp. if the boss doesn't engage, it's not working properly.

"Upon reaching the top of the ramp, it's safest to wait for one repop of the last group, kill them, and then engage RoS fully rezzed, buffed and coordinated. The boss becomes active 15 seconds after the first person steps on the ramp. "
