Aperently this was bugged 3 years ago, fixed, but now again its bugged.
What happened is after finishing The Eagle's Essence, a quest part of the Epic Flight Form quest chain, i lost the whistle wich summons a bird i take the next quest from. Going back to that said NPC, there should be a gossip way to get the whistle back, as the quests clearly say she gives whistle if u loose it BUT no such gossip is present.
What this led too is me finishing The Eagle's Essence but not being able to continue with the next quest The Falcon's Essence. I dont have this quest in my quest list, i cant take another whistle and so im just stuck.
In the comments - Sparrowhawk Whistle - part of the Druid Swift Flight Form quest chain
a) Arthorn Windsong should have a gossip option to provide Arthorn's Sparrowhawk Whistle if you have completed the quest The Eagle's Essence. The gossip option should disappear once you complete the quest The Hawk's Essence. Spell for the gossip option: Create Replacement Whistle (#2396)
