[Quest] I Sense a Disturbance (12665) #111

Upon interacting with NPC Har'Koa (28401) she should call one of her children and you are able to ride on it to discover the Altar of Quetz'lun.

Currently upon interacting with Har'Koa, nothing happens. The quest is the part of a long quest chain (see this link) and without the following 17 quests you are unable to become Loremaster of Nothrend, which achievement is requirement for several recipes, so I'd say this is a major issue.

You are able to complete the quest by walking underneat Quetz'lun at the temple. For the tiger, it does not work :/
