Create moderation in the bot

User stories

As an admin, I want to moderate jokes that users can see.

Epic

The administrator should be able to switch to joke checking mode. When you enter the command '/managing_news_jokes', starts check jokes. Exit is performed by the command '/stop_managing'. During the check, the text of the joke and 2 inline buttons are sent - ✅ and ❌. The first is approved, the second is disapproved. If there are no new jokes in the database, a notification is sent about it.
