gbp import-dsc #8

include some detail on gbp import-dsc

debian/gbp.conf currently gets in the way

either,

  1. have push_to_PPA.yml edit gbp.conf before export
  2. during import use --debian-tag --upstream-tag
  3. edit gbp.conf after import
  4. pass --git-upstream-tag to all gbp commands
