Add adaptive Polling for certain accessories #3

Some accessories like WindowCovering, Window or Valve are requiring that states are pushed towards home kit. E.g. vor Valve after doing a Activateit is necessary to a updated value of InUse. Otherwise the the spinning icon in the home app does not disappear.

Similar is for WindowCovering her it is likly thet the CurrentPosition needs to be pushed.

Prepared a fix that after a set of a value direly a push is done. Planed is to support the delayed set by a defined polling rate.
