Plan CRAN release 0.9.0

[x] Refactor NEWS
[x] Rearrange README
[x] Run Performance vs NONMEM

Performance against NONMEM was ok, except for model 921. Problem due to, at least, a difference in the deterministic concentration prediction from mrgsolve. Issue opened there. Still pushing mapbayr 0.9.0 to CRAN.
