Added counsel-gtags-use-pulse-momentary #24

This will highlight the line with the pulse library. Also made a refactor to reuse some code and avoid repeating. Simplify the while loops in counsel-gtags-go-{forward/backward}. Update the tests. And unify the code to always use contexts.

Hi: I left counsel and consequently this package. I am relying in my own package that provides backend for gtags on capf, xref, imenu and project
