What are all the domains that are needed for pure decision making in terms of labor force empowerment? #2

Context: In terms of measuring labor force empowerment, there should be many ways to examine patterns of a company's labor force treatment in order to have an accurate overall picture in regards to how empowered the labor force is to allow the long term growth and success of a company and its productivity to meet demand.

Question: What are all the domains that are needed for pure decision making in terms of labor force empowerment?

Idea: Based on the idea that worker satisfaction contributes a large part in worker empowerment, gathering recent surveys and reviews of a workplace may be a a good way to determine worker empowerment.

Outcome: When I examined the information that glassdoor reviews/ratings and linkedin surveys provide, I was able to be convinced on the state of a company and how much they empower their labor force. This means that worker satisfaction rating over time is a domain that is relevant and needed for decision making in terms of labor force empowerment measuring. There seems to be a caveat though that I have to make sure for the reviews, people have to find it useful for it to be a useful non-bot generated review.

Idea: Based on the idea that hiring more people is a sign of empowering the workforce, it's possible that gathering workforce numbers of a company may be a good way to determine worker empowerment.

Outcome: When I examined the trends of company news, it seems that even on the down low, a company would try to fill a lot of positions to meet demand if it needs enough labor to address their needs. This means I can take data of job openings that were created for a certain amount of time under a company and use that as part of the puzzle in determining the labor force empowerment.

Idea: Based on the idea that shrinking the company's labor force or engaging in mass layoff is dis-empowering to the workforce and is done for short-term reasons, it's possible that detecting negative changes to the workforce is a good indication that a company is preparing for long-term decline, stagnation or plans to squeeze and run

Outcome: Through personal anecdotal evidence and general online reporting (https://smallbusiness.chron.com/layoff-affects-organization-77197.html) there does seem to be some correlation between layoffs and a company's downgrading of long term health. Information does exists to be informed of mass layoffs. The WARN Act https://www.dol.gov/agencies/eta/layoffs/warn requires employers to report to the state reasons for doing a mass layoff (example with Tennessee). Since each state reports into their own database this means each state's WARN reporting have to be monitored and aggregated. Another sign of declining workforce is to compare SEC filing of number of employees in a company which is required (https://research.thomsonib.com/help/sec_guide04-03-02.htm). The domain for this would be being able to take all the WARN reports for each state and determine if a particular company has announced any mass layoffs. The domain would also be able to examine SEC filing from year to year and indicate whether it is on significant decline or not.
