3rd and final part of the change, adds code for editing vanilla recipes.

If these 3 are accepted, you can then remove the 2 'Fix Fishing Rod' in HC_Fishing.txt as they wouldn't be needed (as the vanilla recipes will, if I've done this correctly, accept HC fish hooks).
