Add localization support (and translate game's interface) #1

Can be translated into other languages?

If you are talking about text in settings/skinning/info menus and errors messages, i will make them be read from localization files from game's JAR or working folder. It will likely happen in 2-3 releases. The next problem will be to find people, who will translate the texts...

Both skin menus will be remaked, so for now it's useless to cover them. Afair this is the only massive english section (except info screens), so dropping in priority for now

Most of localization was lost during UI rework, should be supported back near 2.0.1

Localisation support is completely dropped for now, i won't support it for 2 languages. Also older text files must be remade. Maybe will be revisited in future.
