Can TMFX apply overlay images and textures to tiles? #220

I would like to apply snow or dirt overlays to tiles, like a room for example. The snow overlay I want to use is a seamless, tileable WEBP that has patches of snow amongst transparent pixels.

Is this possible with TMFX??

No, but I can create a filter for that :)

Secret, is it possible for me to create this overlay filter myself? I've never ventured into attempting something like it before I have a really big need for it for a one-shot I'm planning with Atropos and others in December on my Youtube channel. I need to quickly apply snow and frost overlays to a bunch of tiles.
