Feature: Chest linking #55

What should the new feature do?
An upgrade or item to link a backpack to normal chests or double chests. This 
would allow for transport of items out of that chest via hoppers. This would be 
useful for storage systems, especially if implemented with other mods i.e 
hopper ducts.

Should there be a config option to enable/disable the behaviour?

Yes because some people would wish not to have said item or upgrade.

I have something like this already on my TODO list. Once the 1.7 port is done I 
will start working on some of the new stuff.
