What should the new feature do?
By crafting a backpack with an arrow in the center, the player should get a 
quiver that is capable of holding multiple stacks of vanilla arrows, from which 
a bow can pull from. This will allow archers to free up some inventory space 
and still have a good amount of ammo, which fits with the theme of Backpacks. 
And obviously, it should be equippable to the backpack slot. You can use the 
unused quiver texture from vanilla Minecraft. You could also have a Large 
Quiver made from Tanned Leather that holds more arrows.

Should there be a config option to enable/disable the behaviour?
Probably. A boolean to enable/disable the crafting recipes.

Infinite Enchantment pretty much solve this problem , to get the enchantment 
either use Enchanting Plus or Enchanting View Mod

Would be very useful for mod-arrows that limit the effectiveness of the 
Infinite enchand (Thaumcraft's elemental arrows, for example).
