add push to docker hub on merge

Currently the end of the CI pipeline pushes the built docker image directly to the balena. This needs considerable refinement.

CI pipeline should push to Docker hub if a merge to develop has been detected
feature branches do not need to be pushed to Docker hub
once the image has been pushed, Balena should pull from Docker hub, build the image, and fire up the container

Making a new ticket for Balena to poll for changes
