Pre-release version with new local_glider_files templates #66

Problems solved:

Unsustainable absolute paths of ocean current database files
- Now any database files in the same directory as the launch file is being searched
Minimizes the absolute paths for files in the local_glider_files using $(dirname) in the launch files which corresponds to the current directory

Others:

Wait time of performing initial relocation of the vehicle is changed to 1 sec from 0.01 sec for safety.
this->model->ResetPhysicsStates(); is also included in this for trying to prevent the freezing
