Remove address tag #14

Summary

Allow bank middleware (requester) to void an address/bank account uuid and untag the address

Problem Definition

An open bank account may need to untag an account if:

The account is never funded and therefore needs to be closed after inactivity
Fraud trigger at bank identifying address needing to be locked down

Proposal

Add endpoints for:

Query address or bank account uuid for coins so it can determine address does not have dcc coin
Void address and untag

For Admin Use
