issue64 USDF redemption can only be for bank member coin

• Coin redemption can only be for bank coin owned by member
• Add a combined redeem and burn message so middlewares can make a single call instead of multiple to do action

This opens the question of why a bank member would ever want to redeem bank coin from the marker at all but that's a much larger refactor.
