Summary of Bug

Event stream history errors due to server unavailability will reset the entire event stream and start over.

Steps to Reproduce

Point rpc node to event.stream.rpc_uri=https://rpc.test.provenance.io:443. This has since become more difficult to reproduce since adjusted configurations.
