Issue98 smart contract simplify

Rewrite of smart contract with the following main changes and/or simplifications:

• Tie kyc attribute to specific member
• Remove usage of member-specific token including redeem/swap between member and dcc coins
• Members can mint without supply restrictions
• Members can burn any coin held by member
• Validate and msg from and to attributes for all transfers for easier transaction aggregation and reporting for settlement
• Simplify joining process by making admin do it
• Add remove member tx
• Remove balance queries

Migrates all states to new models to handle new behavior.

With the breaking schema changes, the code calling this will just update at the same time?

yeah all downstream services impacted will need to be upgraded at same time

will PR service changes for this separately, as well as review all Figure apps impacted
