Rework plugin

This PR reworks the plugin to:

• Remove arrow-kt usage and replace with nullables and kotlin Result
• Make everything internal or private that doesn't need to be exposed
• Change dependency configuration where necessary (from/to implementation, api, etc)
• Stop leaking jgit
• Update logging so that it's not as chatty
  • In most cases, users should, at most, see just the semver printed during a build
  • Additional logging will still be available with --info, --quiet, --debug, and --warn flags
• Update logging prefix for all levels
• Update dependencies
