Update Local Build *.nupkg and *.snupkg #26

Description

When building the Test project, sample apps or benchmarking locally the *.nupkg or *.snupkg doesn't always generate correctly unless you manually delete the file. This change forces this local nuget package files to be deleted so you are always using the latest and greatest code changes

This change makes the DEVELOPER_GUIDE.md stale. I am going to update the docs to better explain how building the local nugets works
