http://isl.gforge.inria.fr/isl-0.21.tar.bz2 is too slow/broken. Another mirror works well with the same checksum.

@forficate I hope my hint saved you so time investigating the issue. I'd suggest to wait until mentioned sourceforce migration is done and then switch to sourceforge download rather then merging my PR.
