Refactoring for message broker

When new proposal is created

[ ] DAO service sends CreatedProposalDto
[ ] CreatedProposalDto fields: proposer_address, transaction_information, transaction_hash
[ ] AuditTrailService sends UpdatedProposalDto
[ ] UpdatedProposalDto fields: transaction_hash, transaction_status
[ ] Match transaction_hash with existing db entities
[ ] If matches, external_proposal field marked as 0.
[ ] Update transaction_status
