This is all largely editorial comment, meant to bolster and clarify this project's reliance on the Membership Agreement as well as to clearly describe the relationship between the project and F2. The bit I am not sure I grok your intent on is the unique operational procedures (see line 33 & 145)

Thanks @jorydotcom I will work these edits in and then work with our Steering Committee.
