[ADMIN] update focus agreement file with same file as in the CLA #6

This PR proposes replacing the existing FOCUS Membership Agreement with the document utilized by FOCUS members for signing the CLA. The difference is that this document contains the Working Group Charter.

THIS PR IS NOT NEEDED. THE FULL DOCUMENT IS ALREADY AVAILABLE, WITH WORKING GROUP CHARTER AND APPENDICES.
