Send email to andrew on note flag #189

Sending is slow. Flag button is unresponsive. allows user to flag note multiple times, creating multiple votes in DB. Add celery task?

Hey Charles, lets definitely fix this issue. Flag should be a one-time action for a user. We may even want to add a karma cost to the activity like on stack overflow.

We should also included a dialogue confirmation so users know that flagging signals a file ought to be removed for low quality or inappropriate content.

Last but not least, we need a place in our admin interface to easily triage flagged files.

Lets discuss.

Okay, I don't expect these changes to be difficult, but I may not be able to get to it until early next week: I am currently crunching for grad school applications due this weekend :/

In the current implementation the flag button works correctly and is responsive, but no email is sent. I'm not sure if if this current implementation has been pushed to beta yet.
