Allow users to pledge Karma Points to encourage other users to upload specific notes for a course.

Designs are needed for this feature, but we should take a first pass at it before passing it off to a designer.

Is this intended to be zero-sum? That is, does a bounty pledge by person A reduce person A's reputation by the same amount it increases person B's reputation?

I have no game theoretic thoughts on whether this should be zero-sum or positive-gain. Positive gain encourages the action both those who wish to give rewards, but also causes inflation in reputation by increasing the overall total. Such inflation can devalue the reputation points, which leads to a sort of endless game of playing catch-up with inflation for those who are concerned about reputation.

It is zero sum on StackOverflow.
