Add "notes category" to Edit Notes #371

Right now you can categorize a file upon upload, but you cannot change that category by clicking "edit note". We should add that field to the edit note form.

Some categories are editable and others are not.

We'll need to make sure to build in logic which suitably sanitizes notes if they should change between editable and non-editable categories.
