Competency around being responsible for operability and supportability of systems

We have a competency about building things that O&R can support. At a more senior level we should have a competency about upholding those standards. @elenageorgievaft has kindly drafted this as a suggestion:

S2 engineers should be gatekeepers for operability and supportability of the systems/services provided by their domains by ensuring:

• complete documentation - SOS ~ 95% +
• proper exposure to monitoring systems
• well designed and aggregated alerts to reduce noise
• team following best practices and the engineering checklist
• continuously contributes to best practices and the engineering checklist within the team and across FT so that they stay relevant and up to date

I think this needs a little rewording but generally captures a good competency. We should also double-check our existing competencies to make sure this isn't overlapping too much with existing competencies.
