Clarify which level of competencies an engineer should be working towards #366

As pointed out in this Slack message, it's not super clear which competencies an engineer should be working towards if they're hoping to be considered for promotion. The short answer is:

If a junior engineer wants to be promoted to mid-level, then they will need to start demonstrating the mid-level competencies. They should already be meeting most of the competencies for their current level.

However we need to update the How to Use guide and maybe FAQ to explain this more clearly.

Hi @VedanthB, I've removed the "good first issue" label because I didn't realise it would advertise this issue beyond the FT. I'd like to leave this issue as something to work on for one of our engineers as it may help them through this progression framework. Thanks for your interest though
